I understand. But in my area I have no shops that sell Wii games, or modchips. Is it possible to do this without a modchip (with software)? And if not, are there any other solutions?
No, there's no way to do it without either getting a chip installed or getting ahold of a Zelda Twilight Princess game that matches your console's region.

The only way to use a backup copy of Zelda to install homebrew is with a modchip.
If you don't have a modchip then the only way to install homebrew (including softmod) is with a retail version of Zelda.
You can either buy a retail copy off of a website or rent it through a mail order service like gamefly.
