can any one tell me what is a decent mod chip at a good price and easy enough to install my self,

it would depend on the version of your ps2, with slims like v12, 13, 14 they are easy to install with modbo760 because of the no wire, easy install, although they aren't the best chips to use and they are very fragile. besides those three version or so they are about the same.

Softmodding is indeed very cool. Im not familiar with memor32, i think it can also play imports. Theres also other exploits, like FreeMcBoot, PSXscene have people there that will install the exploit on the reg ps2 memory card for shipping fee. But i dont think it allows imports. Im a hardware/hardmod person so i won't know much. They both have their plus and cons.
