RECORD PAL60 WITHOUT IT JUMPING

I have an NTSC tape that plays in an NTSC to PAL VCR and it plays fine on the tv. On the capture card (hauppage wintv 1200 that came with a dell studio xps) if i select pal it shows a jumping image but with color, if i select ntsc it shows black and white but steady image. From what I understand it's because it's PAL60 and not true PAL so I need to select PAL60 or NTSC433 as a video standard, but i don't have this. I only have NTSC_M; MTSC_M_J; PAL_B, D, G, H, I, M, N; and other SECAM. I have tried all of them. I'm using Dscaler, but maybe I didn't set it up right. Is there any way I can record PAL60 with what I have?
