Hey just wondering if there is a program that will not convert an AVI file to vobs but still have menus because otherwise it takes to long to create.

If you mean an AVI file with a menu, then you need an UltraDivX certified standalone player.
I've never used the software, so I can't say anything about the time required to create a menu.
