Recently I "aquired" a cd that contained an svcd, the actual size of the .mpg file in there is 823mb, according to windows explorer.

Well.

I copied the .mpg file to my hard drive, and began the Nero Compatibility trick. However, when I set everything up, drag the file over to be burnt onto the cd, and then hit burn, nero reports that the cd is not large enough!

But the file was small enough to fit on a cd in the first place, why will it not now??

I am using 80 min/700 meg cds.
The original cd was an 80 min/700 meg cd.

Can anyone shed any light on this peculiar predicament?

830 mb. There is a way of getting this much data onto a 700mb/80min cd. Does your writer support overburn. Overburn basically keeps writing on the sides of the cd but often fails and damages the cd. Nero can overburn. 830MB is about 82 mins (thats a big overburn). Open nero and click file - preferences. Click the expert features tab. Select "Enable overburn disk at once burning". Change the maximun length to about 85 mins and click apply. Now try to burn the movie and you'll see if your drive is overbun compatible.
