I downloaded a movie -- it came in 2 AVIs. I made them into one DVD, first by using VSO's DivXtoDVD to convert these AVIs into VOBs. Then, with the help of DVD Shrink's Re-Author function, I made the movie into one seamless one.
For the DVD authoring process (I'm adding subs), I'm using a combo of Vobedit, Txt2Sup, and IfoEdit.
However, when I open the VTS files in VobEdit, it only seems to demux video and audio files from VTS_01_1 and VTS_01_2, and omits to demux files VTS_02_1 and VTS_02_2.
What program should I use to combine all the VTS Vob files together, so that I can successful create .sup subtitles with the total movie, and thereafter author the new DVD with IfoEdit? (I see only one input in video is allowed in IfoEdit.)

No you didn't, you have 2 titlesets. An app like DVD2One will create a true seamless joining.
