Metal Slug Complete, 2 different Japanese Covers for PS-2?

I noticed that the PS-2 Japanese version of Metal Slug Complete has 2 different covers:

How can this be? What's the difference between the 2 compilations? Is the 2nd a genuine cover or marely a pirate made copy?
