HDloader always asking to format HDD?

Whenever I load up hdloader, it always tells me that the hdd I have connected to the ps2 needs to be formatted in order to use with hdloader, no matter what I do. I format it with winhiip and still get this message. I format it with the ps2, then restart and load hdloader again and I still get this message! Ive tried a different HDD and its the same thing. I tried a different network adapter and its still the same thing. Does anyone know what the problem is and are there any fixes for it? I'm pretty desperate right now.
