Taiwan passes 'three strikes' anti-piracy law?

According to Billboard, Taiwan has passed an amendment this week to its copyright laws that will add the controversial "three strikes" anti-piracy laws. The three strikes laws will force ISPs to send two warning letters to alleged pirates before cutting off their Internet connections. its a perfect control mechanism, why wouldn't the Taiwanese want something like that.

Besides how much internet traffic from Taiwan is global in the first place.
