Not completely true I have had a new PSP that had 4.01 (from new) and was hackable 3.95 = guarenteed as hackable 4.01 = maybe, maybe not!- it all comes down to the circuit board, to be sure that the PSP is hackable it should be over 12 months old by now, less than that and you are in the area where they were issuing both (shops with old stock still selling v2 boards - others selling v3) there are a lot of guides on the forum / internet on how to tell, there are even programs to put on the memory stick to check. If you have a v3 then there is no way (currently) of running .iso or .cso files, you can run homebrew games / applications using the Hen exploit.

Nope - the pandora just does not work. You can end up trying a lot of things and nothing will work, in fact from experience about 4 hours. Then you discover although its in a totally cr*p condition and looks years old its only a few months.

I look for units over 12 months old - no chance of them being unhackable.
