PSN Account Activation

I have an PSN account which is activated on three PS3's (including me).

One of these people deleted the User on their PS3 with my account on it. Then the PSN downloaded content didn't work.

They made a new User and logged on as me again and reactivated their PS3.

My question is by activating their system twice did it use up two activation slots, meaning that I have only one activation left?

No,he would have still only used one slot,as its activation per console,so his console was already active with your account,and did not use another slot.
