Ok first off I have been doing alot of reading on this site lately and have not found a concrete answer yet.
My problems started when I wanted to play Punch Out. My wii has a Wiikey V1 installed and has been updated to 3.2e or 3.2u (cant remember which). I have never used the twilight hack or anything else except for the wiikey updates, the last one being 1.9s. So the next step was to upgrade to 4.0 so I could play the game. But not before some reading to make sure I didnt screw up. I found a thread that explained that I should put The HBC on first using a 4.0 softmod package that I found. I wasnt real sure of myself and just followed some advice that I found that stated once I got the HBC on I should put IOS60patched.wad using wadmanager 1.3 and then ciosrev10(filename IOS36-64-v1042).I did this and then let my wii connect to the interent and did a system update. This updated to 4.0
I decided then that i would try out a VC game and tried to use wadmanager. But I keep getting the 2011 error. Ive tried both versions of wadmanager 1.3 and 1.4 but still get the same error.
Now from what Ive read so far, It looks like I skipped a couple of steps by not installing previous versions of cios first. Is this correct? Is there any way around this? Is there hope in the future if not?Could someone please explain how the cios works in layman's terms for me?
And I was going to help my younger brother do his system. He has the same setup at update 3.2 with wiikeyV1 and 1.9s firmware. What should i do differently this time and in what order?

Thanks in advance for any help you guys can offer.

Before I say anything else, I want to say never uninstall IOS60 using wad manager.
Maybe even get Bootmii and backup your nand.

Anyway, a patched IOS60 (aka the System Menu) is what allows you to play wad installed games.

Unless you used an updater designed specifically to keep the trucha bugs in your IOS, this is what happened:
1. You installed a patched IOS60, (and maybe even downgraded your IOSes using IOS downgrader)
2. But then you upgraded to 4.0 through Nintendo.
3. Every single last one of the IOSes that you downgraded was upgraded right back up to the latest version.

And no you didn't really skip a step by not installing previous versions of cios. Multiple cIOSes can't be installed to IOS249. If you install rev7 and then try to install rev10, then rev10 will just replace rev7.

If you are feeling brave and already have cIOS 9 or 10 then just do what it says at extra steps here (the first stickied thread in the Wii section) : http://forums.afterdawn.com/thread_view.cfm/773505
Just be careful

If you can't install wads try IOS downgrader first.
Someone that I was trying to help said that this didn't work for them and it may not work for you but it is safer than what you should try to do after that.

Supposedly Nintendo has new IOS versions that will not allow you to install an IOS version lower than the one already installed. So sometimes when people try to downgrade IOSes with IOS downgrader they don't really get downgraded.

I finally found a fix for this problem
Heres the solution:

1. Use this first
http://wiiguide.co.cc/
If during step 8 (install channels) You get an error (2011 or 1035)
use this fix below

2. Only if above fix doesnt work
http://forums.afterdawn.com/thread_view.cfm/764306
You may have to use this fix in conjuction with bannerbomb like I did, but it does work.[/
