Ive looked for help on many different forums.. Im using DL disc.. Ive wasted a few already.. The DVD burner only works with NERO also.. Which i dont get... I try to burn CDs with Sonic, and WMP and i get errors

I dunno.. Would that be why im getting that error? or you just guessing.. Its an external drive.....
yeah could be, your gonna have to set the region code anyway to watch or burn useable dvd's, even on external drives.
Try putting a retail dvd disc from your region in and play it with windows media player, windows will set the region itself i think if no region is detected.
This may not fully solve your problem but you should eliminate this as the issue
