Internet Explorer 8 Glitch

When you start internet explorer it starts the first time just fine. Once you try start it again after closing it, it just never comes up. This happens on the Vista laptop I use. Also, I am using Windows 7 on a partition of my desktop computer. IE won't consistently start. You click the icon and IE never comes up. If you keep clicking it, you might get lucky and it will start. Any idea what is wrong with IE8 besides the fact it is IE and not firefox?
