Are the PSP 200x and 300x the same in terms of modding capability?

I don't have a PSP yet, but I would rather have one that has more options with homebrew. However, if they are relatively the same then it would be nice to get a 300x.

The 3000 and 2000 with TA 88v3 motherboard are very similar and so in terms of modding they are progressing about the same. They are still working on them so if you want a fully hackable PSP you should look for an older 2000 otherwise you can use the homebrew enabler that is out.
