First of what the hell is this!

My problem is, i've downloaded some small videos (clips) of stuff. And when i click on the folder theres a green line that in the address bar that looks like its installing something then i get a message down by the taskbar saying something about a COM surrogate problem and has to close the program.............i'm assuming it has something to do with a thumbnail picture but i don't know.

Can you please help me deal with this very annoying problem. I have windows vista, with the new IE8 also have the latest codec package for vista.
