I would remove cios manually first just to be safe. I don't think a format removes cios.

A system format is much more harmful than bricking the system.

How would i remove the cios manually

Use AnytitleDeleter to remove IOS249. But be careful delete other stuff that you shouldn't delete.

There is also a cIOS uninstaller which I don't see on Waninkoko's site anymore but I'm sure you could find it somewhere else.

I'd go with AnytitleDeleter though.
