PAL game has playback issues despite adding the error 002 fix.

I'm trying to get a PAL disc to work on an NTSC console via the homebrew channel. I've already got Preloader .29 installed in case things go wrong, plus some disc channels. The only problem? Even though I have applied the error 002 fix, things are still not working out. If the disc plays either I get a black and white snowey field, or it plays, but there are a lot of lines, and the picture keeps jumping up and down, and makes me want to reach for the Dramamine.

Since this only happens with disc that are PAL I assume the problem is with the region. What can I do to fix the problem?
