Sorry to Bring up an old issue but I had the same problem as A Klingon (see post of A_Klingon Senior Member11 Apr 2002 2: 15 AM Thread "Encoding VOB from DVD with both NTCS/FILM and interlaced/progressive"

Yes it is possible to have a PBC VCD burnt using Nero 5.5.9 and here's how (step by-step for newbies)

1. DO NOT use the starting wizard.
2. PRoceed to Nero Express Directly
3. Form "File" Select "New "
4. Follow wizard to CD>>VCD>>Compile New CD>>Other>>VCD>>Finish
5. Form Directory Tree on Right side Drag and Drop Relevant MPEG/1 file into Left side under the "Track"
6. Nero will perform complaince checks so wait
7. Assuming compliant file you should now have under:
( Note: Below is ILLUSTRATIVE ONLY)

Track Duration Pause Size
2 15:17:03 5:00 352x240

8. You are now ready to Burn so from "File" select "Write CD"
9. A wizard will pop up chose Burn to burn or whatever you wish to do
10.After the Burn you will have a {PBC free VCD)

As I do not have a DVD/R I assume that that this should work for DVD's too. Secondly please note that
TRACK STARTS AT 2 and you should have a PBC free VCD.

I hope this helps, I have an APEX AD-500w and the vcd' s work perfectly on it. No major complaints regarding quality or pixelating which I believe is partially firmware and enconding/burning software issue. My APEX is not yet modified.
