How to make a VOB file from a MPEG2 file?

I'm currently developing some software where I want to make a DVD-video disc. I have a mpeg2 file and I need to convert it to a valid DVD-video-image. I don't need menus and so on. I just want to play my mpeg2 file on a standalone DVD-player (maybe I need the bookmark feature!?). Is there any API's (I prefer C/C++) or something out there that I can use? I'm willing to pay for it as well. If the API have a burner/writer feature as well, I don't mind! :)
