Best CPU / system for capture & encoding

I am trying to upgrade to a reasonably high-end system for analog and digital video capture and encoding.

Does anyone have an opinion on which CPU (~$200) will give me the best/fastest results:
-AMD Athlon 64 3000+ (2.0g)
-Intel P4 2.8(c)ghz (Northwood)

The AMD is rated faster for general use.

I was also going to look for a motherboard with 800mhz FSB, FireWire, serial ATA & RAID

Any other suggestions for how to squeeze the most out of $500?
