If you don't have Nero, Burn at Once is a pretty good program for burning .bin files and it is completely free too, but the author does accept donations.

Do you mean .bin and its says its a BIN file. If so it is the file extension used by the macintosh world. So if you download a file and its .smi.bin or .bin that is most likely a version for the few Mac users out there.
To open them get a Mac and click with the stupid one button mouse and the program will install. Or get a Mac for free (what there worth) and install.

You can also use the likes of ISOBuster and WINISO to extract the main file from the bin depending what you wish to do. This is what i use as then its easier to put files onto DVD (multiple files) using ULEAD Movie Factory.

ISOBuster does have issues with BIN files from time to time. It handles CUE files much more readily. Some reccomendations:
- CDMage to view
- DaemonTools to mount
Both are free but to burn, you might have-to/want-to make a CUE file to go with that BIN. You can either google up a CUE Creator or use CDMage.

You can create CUE files for BIN images by first drag-and-dropping the BIN file onto CDMage. It will popup a dialog box asking you to specify the interpretation format. Trial and error will get one to to successfully open the image. Once it is opened, File --> Save As and give it a new name. CDMage will resave the BIN file but now also include a CUE file to go with it.
