I just started attempting to burn cds and I am able to hear the music from a portable cd player but not from my car stereo system??? PLEASE HELP ME FIND OUT HOW TO FINALIZE MY DOWNLOADS!!!

Then your car stereo system can't play them. Get a new stereo. (Seriously)

To finalize your burns (not downloads), just check the "finalize" box on your burning proggy.

Check out the guides on this site if you're not familiar with burning.
