The video is distorted when there is motion in the video (no distortion from at key frames) that appears almost as though a ripple effect from premiere, horizontal lines of maybe ~30px with blury edges that appear dispaced where there is motion.

This is a roblem with a encoded Divx file made from the following process:
1)DVD Decrypter 3.2.1.0 rip
2)DVD2AVI 1.77.3 save project (decode audio to wave)
3)lame encode of vbr mp3 (96+-6kbps)
4)VFAPI codec v105 output to avi
5)VirtualDubMod 1st pass through DIVX pro 5.1 encoder (light psycovisual, bicubic resize, crop)
6)2nd pass same as first but VBR audio stream added

my system:
ASUS a7n8x Delux, athlon xp1900+, Radeon All-in-wonder pro 9600.
