It's a reference to this California law:

The number has been translated into a date by many (or in the case of some people I know a time of day).

It's a law that legalizes medical marijuana in California. Sorry I figured you'd figure it out in the first few lines. Not trying to torture you with legal mumbo jumbo. ;-) The main thing is that it's legal name is SB 420.
