Is there any way to create a new .ifo (from scratch) for a collection of DVD trailers (.vob files) ripped from MANY different DVDs?

All of the authoring software I tried (DVDit! SE, Spruceup, Ulead, Powerdirector Pro) will not allow you to create a DVD using existing vob files - they only take .avi, .mov, etc. and convert to vob.
