Iomega CD-RW Drive scuffs my cds - help

I have an Iomega CD-RW 40x12x48x USB 2.O External Drive and periodically, the drive will make scuff marks on my CDs which makes them unusable/unreadable. It doesn't actually make scratches on the CDs but they looks more like pencil eraser marks along the outside edges of the cd. It doesn't do this to all the CDs, it has only happened on a couple of the CDs which are used in my schooling. I have purchased one of those DataDr resurfacing tools and it worked on one of the CDs so far but I'm just trying to figure out why/what is causing this to happen in order to prevent it as these schooling CDs are very expensive.

I had a tech somewhere tell me that sometimes a CD can spin so fast in a drive that it will sometimes make scuff marks on them and sometimes shatter the CD but I dismissed this theory as bullpoop.

Anyone have a better theory on this problems than the tech?
