On the guide avi to dvd
when it gets to...

Select the destination

First, remember to select the checkbox that says Output video and audio as individual elementary streams. Then, click the Browse button and locate a directory on your harddrive that has appx. 4.5GB of free space in it, select a name for the output video file and click Save.

I choose my c:/ drive and save then i click ok to start encoding then i get the message that the file does not exist and do i want to create it i click ok and nothing happens. what am i doing wrong

Im using TMPGEnc DVD source creator.
When I get to the point that I have to select a destination, I click the browse button, browse to the directory I want, click on it to select it then click on "make a new folder". I name the new folder and click OK. Once that is done I select "encode".

You could actually go into explorer and make an empty folder first.

thanks... but now after i click ok, it says

cant load P3Package.dll

what does this mean?

That means that this .dll is missing from TMPGEnc. Try removing and reinstalling TMPGEnc.
