What is the reasoning for burning to 4200mb or 4300mb?

So I have to ask because it seems hard to get a really clear answer on this and maybe someone here can clear it up for me.

What is the reasoning when backing up with Shrink/DVD2One/Nero Recode 2 (Your program of choice) to set it to burn at 4200/4300mb instead of burning all the way out to the end of the disc? If you know you generally get good burns (My Ritek Kprobe results are not that high at any point in time at all) what is the purpose behind it?

Does it help with skipping/freezing? What causes skipping/freezing on the movies to begin with that I notice occasionally? I'm just trying to figure this last little bit out - I'm on my way to being able to make backups the way I want quite often though so that is very nice. Just confused on this stuff. :)

You are more likly to get disc with bad spots in the dye at the outer edges of the disc. Also the discs get damaged (sfter the burn) more often at the outer edges of the disc. The true volume of a DVD r is only (I think don't smack me for the wrong exact number) about 4500.

The technical capacity is 4489 MB for a DVD-R and 4483 for a +R. The default in Shrink is 4464. Never had any problem filling my backups up to 4464.

Thanks guys for the advice. Answered my question as always. I've also had no trouble filling all the way out to the disc with Shrink so I guess I won't change my simple ways.
