Got the DVD to SCVD with TMPGEnc guide, its pretty good. Eventually I got everything working, a few mishaps along the way.

In the final burned copy using Nero, when ever there are any moving objects or motion going on, there appears to be small horizontal lines appearing as though it was leaving a trail behind. The faster the movement the more noticeable the defect. It almost appears if a "raster" is showing up? I don't know how else to describe it. I looked through the forum and noticed someone else also asking about it, but there was no reply.

Tracing back on the steps of burning the cd, I found that after using SmartRipper to rip the dvd and then using the DVD2AVI for the preview, at that point looking closely I could see the horzontal lines appearing, not as bad as the final burned CD. When nothing is moving the picture is perfect. Therefore my assumption is that when it is ripped by smartripper, it causes this defect.

My big question for the day, is this normal? If not, is there a solution?

DVDtoAVI always shows the horizontal lines when you use the slider...

Open the VOB files with a software DVD-player and look if they are different. If not, your problem lies not with Smartripper...

The rip-proces is seldom the reason of a screwed up movie! It's usually the encoding...

You are absolutely right! Thanks a lot for your comments, it did steer me in the right direction. I open the VOB files with a DVD player and it looks perfect. Why do we get horizontal lines when viewing on dvd2avi?

You know what? I think the DVD to SCVD guide should be revised.(I know it takes time) As the program version change, a lot of the steps are different. My problem was entering the wrong video type on tmpgenc program. I chose NTSCFilm as opposed to NTSC. The reason I chose this was because on the dvd2avi info, the video type listed was FILM, though later I realized that the frame rate is 29.97 which was ntsc.

One further comment, when I chose the ntscfilm template for tmpgenc and decoded the movie. The picture quality was close to DVD(except for the horizontal lines). When the decoding was done correctly, the picture quality took a nose dive to a typical SVCD not as sharp movie. Alas, if we only could get rid of the horz. lines, it would be so perfect. Any comments on the above?

Glad to be of any help!

The horizontal lines in DVDtoAVI could be caused by the interlacing of a movie. I'm not sure though, but it looks a bit like that. The step "deinterlace" in Virtualdub blends these lines together. I only make Avi's, no SVCD so I'm not really sure!

The guides are sometimes a bit out of date, but the program versions change so often. I don't think it would be possible to change the guides every time! But when you have done a few rips the proces will become much clearer and it becomes easy as pie!

We're currently planning to update all of our guides, since we know that there's tons of room for improvements. And yes, the interlacing is the most probable cause for the artifacts and you should try delace with TMPGEnc and look at TMPGEnc's preview window to see how it effects the video quality.
