How do I locate local techs to install chip in PS2

Years ago I installed the old PS1 Mod Chips but I don't think I want to tackle these new ones for the PS2. What should I look for when trying to track down someone locally? The techs at the company I work for don't want to even talk about doing this. Also which chip? It's for a 10 year old boy that plays mostly sports games but this could change tomorrow. It's an older PS2... SCPH-30001 R.
