BT not connecting to peers/seeds

I'm currently downloading a file on Bit Torrent with 47 seeds and 725 peers. However, I'm only connected to 15 peers and no seeds. I'm uploading at 10 kb/s and downloading at 7. I have a Linksys router and I'm pretty sure I configured everything right. What can I do to connect to more seeds/peers?
