is there any software that allows users to watch dvd movies using a cd-rw or cd-rom,cd-r

My favorite is VCDeasy, with some help by TMPGEnc and (if needed) VirtualDub. But you need to buy it or it will expire. You can add files, buld VCD PAL/NTSC and add interactivity (chapters, menus...). If your burner doesn't support CDRDAO, you will build a CUE/BIN instead of burning directly, and after that you may use Nero, CDRWin or Alcohol 120%, for instance.
Why don't you visit the (S)VCD forum? They are more competent in this topic.
