Low ID but no router & no firewall

I know you guys are sick of Low ID problems but hope you can help anyways.

I don't use any software firewall, windows icf is definitely turned off, my cable modem doesn't have NAT firewall either and I'm still getting a Low ID in eMule.

I've even reinstalled windows just to test. I've called my service provider Starhub Maxonline to see if they do any kind of port locking. They say they don't.

So, any suggestions? And, is there any software out there that tells me what exactly is causing the Low ID?

I've called my ISP again. It appears they do implement some sort of port blocking. I'm not sure exactly on what ports. Is there anything I can do about on my end? Like config in eMule?
