Help, I can burn 650mb CD-Rs, but not 700mb CD-Rs

Hi, I'm having a problem burning CDs and I'm just stumped as to why. Basically, I can burn CDs of around 650mb size or less, BIN/CUE's, ISO's, VCD's, etc. and have the burnt CDs come out fine and useable, but if I try to burn anything close to approaching the 700mb size on a CD, the CD comes out bad, and unreadable on either the CD-RW or my DVD/CD reader. Here's what I'm using right now:

Nero 6.3.1.10
Benq 5224p firmware K.UC
Nero ASPI 2.0.1.59
No Adaptec ASPI installed (should I?)
WinXP Pro SP1
CD-R's are Memorex 700MB 52X and Fuji 700MB 48X and Imation 700MB 52X all have had the same problems with larger size burns.

If anyone needs anymore information I'd be happy to provide it.
