DVD-R PAL on NTSC? Did they make a mistake?

Greetings...

My family lives in Europe and I live in the US. We have for the last two years swapped home movies (DV) back and forth on VCD & SVCD. I have a Pioneer DV343 which I love.

We have recently upgraded to the Pioneer A04 burner and now we burn our movies on DVD-R.

Yesterday I recived their first movie (DVD-R) with menus. When I put it in it just rolled on the screen. I can see the background and hear the music but it just rolls through the whole DVD.

My question is this. Based on our past (SVCD & VCD) it has never made a difference whether they burned it in PAL or NTSC for me since the DVD player (Standalone) switched and assimilates to whatever format it is fed. Now it shouldn't make a difference either on DVD-R (With the same MPEG streams) I wouldn't think?

Guidance or redomendations are sureley appreciated...

They used and burned Pinnacle studio 8.
