Burning 700+ files on a 650 disc

Hi i was just wondering if it is possible to burn a bin file which is over 700MB on a 650 MB disc using nero. And i have another question reguarding bin files. Are bin files usually bigger than they actually are when they are burned to a cd?

most bin files I have found are around 800mb and fit on a 700mb cd.. chances are that you can burn this image to a single 650mb cd.. you will most likely need the .cue file in order to properly burn.
