Simple VTR that Can Do Single-Field Stepping?

Need help finding a simple cheap VCR/VTR that can playback individual fields.

My requirements are pretty basic. I need a VCR or VTR that can capture/record an NTSC (and PAL would be nice too) signal and then play it back at various speeds including field by field (both odd and even). A Jog/Dial would be nice too. Optionally a time code inserter would be nice too, but it's not necessary. Anyone know a list of devices that can do this? I know of a few, but they are way more complex than I need and are expensive. The Panasonic AG-DS555 can do what I need I believe, but it's around $4k. I'm trying to find something under 2k. The cheaper the better as long as it's not junk. :)
