Couldn't load default.cfg

I've been everywhere trying to find the cause of this error during the game initialization. Lots of different answers out there, mostly in the wrong language.

Is this something to do with display drivers or is there something wrong with my file structure.

check the games minimum requirements and see if your directx is up to date!!!
