Best settings for Anime Dvd?

What's the best settings for encoding anime (xvid) to dvd?
Currently I am using 2 Pass VBR but I get a lot of artifacts not normally found on the original xvid.
Maximum bitrate- 2600
Minimum bitrate- 600
Average- 1500
What am I doing wrong? Thanks
