To put a VCD on to a DVD you really don"t have to convert the Video at all, All that needs to be changed is the Audio in the VCD has to be converted to 48000HZ and then the it will be 100% DVD Compliant and you will have the same Video Quality because the Video has not been Touched....

What you have to do first id Demultiplex the Mpeg1/VCD File into a seperate audio and Video File..

You can do this in TMPGEnc by going to "File" to "Mpeg Tools" to "Simple De-Multiplex" and load in the Mpeg1/VCD file and then click the "Run" button,

In a few Minutes you will have a seperate audio (MPA or MP2 file) and video file (M1V file)....

Now in TMPGEnc were it says "Stream Type" select "ES Audio Only"

And then Load the Audio file into TMPGEnc as the audio source and then click the "Settings" button and change the audio format to "Mpeg 1 Layer 2" and then set the "Sampleing Frequency" to "48000hz" and set the bitrate to "384kbs"..

Now close the settings window and click "Start" and in a few Minutes you will have a New Audio file..

Now you just use a Basic DVD Authoring Program Like "Tmpgenc DVD Author" to author the M1V video file and then new Mp2 or Mpa audio file to DVD....

Cheers

PS: you can fit 3 or 4 Full VCD Movies on a Single DVD-R....

Well I don"t have TMPGEnc DVD author Installed Right now so i can"t tell you the exact step By step how to do it useing TMPGEnc DVD author...
Tmpgenc DVD author uses a Wizard Style Interface that Guides you through adding your Menu"s and Chapters to your Movie and then it formats the Menu"s and Chapters with your Video and then it Makes a "Video_TS" folder out of your your Files which you can burn to DVD...
So this Missing Video_TS folder has to be Created useing TMPGEnc DVD author..So if it is Missing it is Because you haven"t created it yet....

If TMPGEnc DVD Author doesn"t recognize your Burner then don"t use it to Burn your DVD"s...
Just use it to Create the Video_TS folder and then you can use something like Nero in DVD Video mode to Burn the Video_TS to DVD-R....

The problem is, after install and reboot, the computer itself can not recognize the DVD-Rom and burner. because some register file wrong. I have to restore the system, then they are back. but that means the DVD burner and TMPGEnc can not be on system at the same time.

Well that is a Strange Problem...
Well I suppose you can get rid of TMPGEnc DVD author (If that solves the Problem of the Missing Drive)
And install something like "Ulead DVD Movie Factory" or some other DVD authoring Program...Pretty much any one will work as Ling as it supports the SIF DVD Format (That is basicly the Format that VCD is when authored to DVD) and doesn"t re-encode the files to make the DVD...
