I am using Bit Tornado and I changed my port range but i'm still dling at like 10 kb/s. It has the yellow light but I thought that by changing the port range... this will be fixed?

currently my dl is at 35 kb/s and upload is at 20 kb/s...is this supposed to be right? i'm using cable modem
