Well 4000kbs should be enough bitrate to encode without Pixeletion But that all depends on your AVI File and what DVD Standard you are useing....
If your Source AVI file has a Lower resolution than the Mpeg2 file you are createing then the Encoder has to resize the resolution which will Cause Pixelation which no ammount of bitrate will fix, so you should be encodeing to the DVD Standard that is closest to the Resolution of your AVI file...

The 3 DVD standards you can use are :
Full D1 720+480-NTSC 720+576-Pal
Half D1 352+480-NTSC 352+576-Pal
SIF/CIF 352+240-NTSC 352+288-Pal

So depending on the Resolution of your AVI file you should choose the Standard closest to that resolution because Up-Sizeing the Resolution greatly reduces the Quality and Causes Pixelation....

Cheers

PS: For a 1 hour 40 minute Movie to fit on a DVD you can use a bitrate of up to 5800kbs and an audio bitrate of 192kbs, So you should be useing the Highest bitrate Possible without going over the Max size of the DVD so you can maximize the Quality without wasteing space on the DVD, and Never use LPCM as the audio format when encodeing, Use Mpeg1 Layer 2 audio because LPCM takes up Far too much Space on the DVD.....

You don"t encode the Audio to MP3 because MP3 is not a DVD compliant Format, You have to use MP2 (Mpeg1 Layer 2) and you use TMPGEnc to encode the audio to Mp2, in the audio settings you get the choice of useing 3 Formats ,mp1, mp2, and LPCM....
If you would have encoded to this Format in the First Place when you were encodeing the Video then the audio and Video would have been in the Same Mpg file so you wouldn"t have seperate Audio and Video Files...
