what size of video should I set in TMPEGEnc to get the best result from avi to mepg conversion to be VCD-compliant MPEG-1 clip? for ntsc and for pal movies.

Ehh? VCD doesn't allow you to change the video size nor the bitrate -- video size is for PAL 352x288 and for NTSC 352x240 and bitrate for both is 1150kbit/sec (for video). Only setting that you can basically change is the audio -- you can select the bitrate for audio (upto 224kbit/sec) and either stereo, mono or joint-stereo.
