PS2, Laser Dying?

Well I have a v4 PS2 with a fliptop and SM. And it wont read a selection of things anymore. It does not Read DVD-9(I tried Xenosaga and MGS2:Substance) It will not read original or burned movies. And it also will not read a selection of random games (Final Fantasy IX, Risk ect) but it will however play most burned games as long as there is a high enough TOC disk as a boot.

Now my question is, is this the laser going? I was going to purchase on on ebay for about 28 bucks plus s&h, which is a pretty good deal, but if it doesnt solve my problem, well then, i guess it wouldnt be a good deal. If anyone has had similar symptoms fixed by a laser replacement, or you just flat out know, gimmie a shout.
