Does anyone know if you can add and delete subs from a movie?

there is winsubmux where you can edit etc subtitles
you don't say if you have a subtitle file you want to add or delete or do you want to create a new one?

Have a look for sefy's guide to winsubmux as it has loads of good info on various freeware programs to do with subtitle editing
