whats PAL and can i use this version of the HD loader with a SCPH-39001 console and a maxtor HD????

SCPH-39001 is an NTSC version PS2 and cannot run PAL format discs without some kind of modification. Also there is an output signal compatibility issue which will cause the screen to jump around and be in black and white.
