It's not made "for censoring Americans", it is used by the likes of Fortune 500 companies or otherwise large entities that want to limit the web access inside their organizations, and not just to limit what workers can do online during the day, but also to limit the attack possibilities against the organizations too, since if only "approved" web sources can be accessed from within the organization, it eliminates much of the risk of employees being targeted with malicious links etc.
The issue for the state department here is whether or not a U.S. trader sold the equipment to Syria.
