Ok have two vcd's of a movie. I extracted the mpegs and then joined them. I did a few other thing that this said to do http://forums.afterdawn.com/thread_view.cfm/87634. And when I got read to make the video ts folder with Tmpgenc DVD author it give me an error. It say I need to change the resoltion to...and it gives a few such as 352*240. Well how do I take the mpeg and change it to that??? I have been searching and can't find anything...im kinda new to this so I got lost easly

Easiest method for svcd/vcd to DVD is to use DVDLab.
