Do these things work with a version 1 ps2 with a neo 2.0 chip or do you need the flipflop or slide tool. thanks

not sure exactly what u mean. this is what i do right now to load a dvd game.
1. put in sm dvd disk
2. turn off power, then turn power back on while holding power button
3. when sm disc loads then i release power button and tray opens and i swap with my backup and tray closes automatically after a few seconds. then i press x and my game loads.

certain games don't work like splinter cell (goes to intro but can't play game. or tomb raider-doesn't load at all

if you have to turn off the power and then turn it back on so that the tray opens, I'd say no it won't work 'cause you would need to turn the power off in between smdvd/ cd and dvd/ cdloader.

you can make your own slide tool from an old credit card, it's simple take a look here http://www.ps2-exploit.da.ru/ for a pic to print out as a guide.

so from what you say your neo chip only allows you to swap discs once so to use dvd loader(which is needed to boot the two games you list with swap magic) you would need to use a slide card or flip top for the second swap
this is what you would have to do:-
1.put in swapmagic dvd and power off ps2
2.turn back on holding button and allow swap macic dvd to load
3.release button and swap for dvd loader let tray close and press x
4. dvd loader boots press eject and swap for swap magic dvd or high toc orignal ps2 dvd game press eject to send back in
5.wait for it to say ps2 dvd in lower left of tv screen when that appears press x
6.wait for swap by ea method prompt at this point you would have to use slide card/flip to swap for backup then press x, your game should now boot
